Strip heat is an option that can be added onto a Hydro-Temp system in case something goes wrong with the compressor or the system looses refrigerant.  The strip heat is always wired to a dedicated breaker and normally left turned off.  It should be clearly labeled in the breaker panel so the homeowner can turn it on in case of problem.  It should only be turned on if there is a heating problem with the Hydro-Temp system or the customer plans on being away for a long period during very cold weather.
